ระเบียบการแข่งขัน [DISCIPLINE]

ข้อที่  32    การลงโทษทีมหรือผู้เล่นที่ไม่มาปรากฎตัว [Article 32, Penalties for absent teams or players

    ในขณะที่ทำการจับสลากแบ่งสาย และประกาศผลการจับสาย ผู้เล่นทุกคนต้องแสดงตัวที่กองอำนวยการ ถ้าหลังจากการประกาศผลการจับสายไปแล้ว 15 นาที ทีมที่จะต้องทำการแข่งขันไม่ไปปรากฎตัวที่สนามแข่งขัน จะถูกลงโทษโดยถูกปรับ 1 คะแนน ให้แก่ทีมคู่แข่งขัน ถ้าในรายการแข่งขันที่มีการกำหนดระยะเวลาของเกมการแข่งขัน ระยะเวลาของการปรับคะแนนจะลดลงเป็น 5 นาที [At the time of the draw and the announcement of its result, the players must be present at the control table. A quarter of an hour after the announcement of these results, the team which is absent from the terrain will be penalized one point which is awarded to their opponents. This time limit is reduced to 5 minutes in games that are timed.]

    หลังจากเวลาผ่านไปแล้ว จะต้องถูกปรับอีกครั้งละ 1 คะแนน ทุกๆ 5 นาทีของการล่าช้า [After this time limit, the penalty accrues by one point for each five minutes of the delay.]
    การลงโทษในกรณีนี้จะบังคับใช้ตลอดเกมการแข่งขันที่เริ่มขึ้นหลังจากการจับสลากแบ่งสาย และในกรณีที่เริ่มการแข่งขันใหม่อีกครั้งหลังจากหยุดพักช่วงด้วยเหตุผลใดๆ ก็ตาม [The same penalties apply throughout the competition, after each random draw and in the case of a re-start of games after a break for any reason whatsoever.]

    ทีมที่ไม่มาแสดงตัวบริเวณสนามแข่งขันภายใน 1 ชั่วโมง หลังจากที่เริ่มการแข่งขัน หรือเริ่มการแข่งขันใหม่อีกครั้ง ให้ปรับทีมนั้นออกจากการแข่งขันทันที [The team which does not present itself on the playing area within the hour of the start or restart of games is declared to be eliminated from the competition.]

    ทีมที่ผู้เล่นไม่ครบจำนวนมีสิทธิเริ่มการแข่งขันโดยปราศจากผู้เล่นที่มาช้าได้ แต่อนุญาตให้ใช้ลูกเปตองได้ตามสิทธิของผู้เล่นที่มีอยู่เท่านั้น ไม่สามารถใช้สิทธิในลูกเปตองของผู้เล่นที่ไม่มาได้ [An incomplete team has the right to start a game without waiting for its absent player, nevertheless, it does not use the boules of that player.]

    ผู้เล่นไม่สามารถออกไปจากเกมหรือสนามแข่งขัน โดยปราศจากการอนุญาตของกรรมการผู้ตัดสินได้ ในกรณีที่ออกไปได้ จะไม่มีการยุติเกมการแข่งขัน ไม่เป็นการบังคับเพื่อนร่วมทีมในการเล่นลูกเปตองในช่วงนาทีที่ระบุ ถ้าผู้เล่นไม่สามารถกลับมาในช่วงเวลาที่จะต้องเล่นลูกเปตองของเขา จะโดนปรับลูกเปตอง 1 ลูกต่อเวลา 1 นาที [No player may be absent from a game or leave the playing area without the authorization of the Umpire. In any case this absence will not interrupt the course of the game, nor the obligation for the partners to play their boules in the specified minute. If the player has not returned by the moment they are to play their boules, they are cancelled at the rate of one boule per minute.]

    หากได้รับอนุญาต จะไม่ถูกลงโทษตามที่กำหนดไว้ในกติกาข้อที่ 35 ระบุ [If permission has not been granted the penalties outlined in Article 35 shall apply.]

    ในกรณีที่เกิดอุบัติเหตุหรือปัญหาทางการแพทย์ที่ได้รับการยอมรับทางการแพทย์ ผู้เล่นอาจจะออกไปได้สูงสุด 15 นาที ถ้ากรณีนี้พิสูจน์ได้ว่าหลอกลวง ผู้เล่นและทีมจะถูกปรับออกจากการแข่งขันทันที [In the case of an accident or medical problem officially recognized by a doctor, the player may be granted a maximum absence of fifteen minutes. If using this option should prove fraudulent, the player and his team will be immediately excluded from the competition.]

ข้อที่  33    ผู้เล่นที่มาสาย [Article 33, Late arrival of players]

          หลังจากที่เริ่มเล่นแล้วในเที่ยวใดก็ตาม ถ้าผู้เล่นที่มาสายมาถึง จะไม่มีสิทธิลงเล่นในเที่ยวนั้น แต่สามารถลงเล่นในเที่ยวต่อไปได้ [If, after an end has started, the missing player arrives, he or she does not take part in this end. He or she is accepted into the game only as from the following end.]

          ถ้าผู้เล่นมาสายเกิน 1 ชั่วโมงหลังจากเริ่มเกมแข่งขัน ผู้เล่นผู้นั้นไม่มีสิทธิลงแข่งขันในเกมนั้น [If a missing player arrives more than one hour after the start of game, he or she loses all rights to participate in that game.]

          ในกรณีที่ทีมของตนชนะในการแข่งขันในเกมนี้ ผู้เล่นที่มาสายจะสามารถลงแข่งขันในเกมต่อไปได้ ก็ต่อเมื่อผู้เล่นคนนั้นได้ร่วมลงทะเบียนกับทีมนั้นไว้แต่เริ่มแรกแล้ว [If his or her team-mates win the game, he or she will be able to participate in the following game provided they were originally registered with that team.]

          ถ้าการแข่งขันถูกจัดแบบแบ่งสาย (ตัดบน-ล่าง) ผู้เล่นที่มาสายสามารถลงแข่งขันในเกมที่สองได้ โดยไม่ต้องคำนึงถึงผลการแข่งขันในเกมแรก [If the competition is played in leagues, he or she will be able to take part in the second game whatever the result of the first.]

          การแข่งขันในแต่ละเที่ยวจะถือว่าเริ่มทันทีที่ลูกเป้าถูกโยนออกไปโดยไม่ต้องคำนึงถึงความถูกต้อง ข้อกำหนดนี้สามารถสามารถจำกัดเวลาเกมแข่งขัน [An end is considered as having started as soon as the jack has been thrown regardless of its validity. Special arrangements can be made for time limited games.]

ข้อที่  34    การเปลี่ยนตัวผู้เล่น [Article 34, Replacement of a player]

          การเปลี่ยนตัวผู้เล่นคนหนึ่งในประเภททีม 2 คน หรือ 1-2 คน ในประเภททีม 3 คนนั้น อนุญาตให้กระทำได้จนกระทั่งถึงการประกาศเริ่มการแข่งขันอย่างเป็นทางการ (การยิงปืน การเป่านกหวีด การประกาศ เป็นต้น) และผู้เล่นสำรองที่อนุญาตให้เปลี่ยนตัวได้นั้น จะต้องไม่เป็นผู้ที่ลงทะเบียนไว้กับทีมอื่นๆ ที่ร่วมการแข่งขันในคราวเดียวกันนี้ [The replacement of a player in Doubles, or of one or two players in Triples, is permitted only up to the official announcement of the commencement of the competition (gun, whistle, announcement, etc.), on condition that the replacement/s was/were not previously registered in the competition as belonging to another team.]

ข้อที่  35    การลงโทษ [Article 35, Penalties]

          ผู้เล่นที่ฝ่าฝืนกติกาการแข่งขัน จะถูกลงโทษตามบทลงโทษดังต่อไปนี้ [For non-observation of the rules of the game the players incur the following penalties:]

                  1) ตักเตือน ซึ่งกรรมการผู้ตัดสินจะแสดงใบเหลืองต่อผู้เล่นที่ผิดกติกาอย่างเป็นทางการ [Warning; which is officially marked by the umpire presenting a yellow card to the player at fault.]

                  อย่างไรก็ตาม ใบเหลืองจากการเกินเวลาที่กำหนด จะให้กับผู้เล่นทุกคนในทีมที่กระทำผิด หากหนึ่งในผู้เล่นเหล่านี้ได้รับใบเหลืองอยู่แล้ว ก็จะถูกลงโทษตัดสิทธิลูกเปตองที่เล่นหรือกำลังจะเล่น [However, a yellow card for exceeding the time limit will be imposed on all the players of the offending team. If one of these players has already been given a yellow card, they will be penalized by disqualification of the boule played or to be played.]

                  2) ยกเลิกลูกเปตองที่เล่นไปแล้ว หรือลูกที่กำลังจะโยน 1 ลูก ซึ่งกรรมการผู้ตัดสินจะแสดงใบส้มต่อผู้เล่นที่ผิดกติกาอย่างเป็นทางการ [Disqualification of the boule played or to be played; which is officially marked by the umpire presenting an orange card to the player at fault.]

                  3) ผู้เล่นที่ขาดความรับผิดชอบต่อเกมการแข่งขัน ซึ่งกรรมการผู้ตัดสินจะแสดงใบแดงต่อผู้เล่นที่ผิดกติกาอย่างเป็นทางการ [Exclusion of the responsible player for the game; which is officially marked by the umpire presenting a red card to the player at fault.]

                  4) ปรับทีมที่ฝ่าฝืนให้แพ้ในเกมการแข่งขัน [Disqualification of the team responsible.]

            5) ปรับให้แพ้ทั้งสองทีมในกรณีที่ร่วมกันฝ่าฝืน [Disqualification of the two teams in case of complicity.]

          ตักเตือนเป็นการลงโทษและมักได้รับหลังจากการละเมิดกติกา [The warning is a sanction and can only be given after an infringement of the rules.]

          การให้ข้อมูลกับผู้เล่น หรือขอร้องให้เคารพกฎกติกาในขณะเริ่มต้นการแข่งขัน จะไม่ต้องนึกถึงการตักเตือน [Giving information to players or requesting they should respect the rules at the start of a competition or of a match is not to be considered as a warning.]

ข้อที่  36    อากาศ [Article 36, Bad weather]

          ในกรณีที่มีฝนตก การแข่งขันที่เริ่มแล้วจะต้องเล่นให้จบในเที่ยวนั้น ยกเว้นกรรมการผู้ตัดสินที่มีอำนาจ พร้อมคณะกรรมการชี้ขาด ได้ตัดสินระงับหรือยกเลิกในกรณีมีเหตุสุดวิสัย [In the case of rain, any end start must be complete, unless a contrary decision is made by the Umpire, who alone is qualified, with the Jury, to decide on its suspension or cancellation in the case of a “force majeure”.]

ข้อที่  37    การแข่งขันรอบใหม่ [Article 37, New phase of play]

          หลังจากมีการประกาศการแข่งขันรอบใหม่ (เช่น รอบที่ 2 / รอบที่ 3 เป็นต้น) ถ้ายังมีบางคู่ยังแข่งขันไม่เสร็จ กรรมการผู้ตัดสิน (โดยคำแนะนำของคณะกรรมการจัดการแข่งขัน) อาจจะต้องตัดสินใจทำอย่างใดอย่างหนึ่งตามความเหมาะสม เพื่อให้การแข่งขันดำเนินไปโดยเรียบร้อย [If, after the announcement of a new phase of the competition (2nd round, 3rd round, etc.) certain games have not ended, the Umpire, after advice from the Organizing Committee, may make any arrangements or decisions that he judges necessary for the good running of the competition.]

ข้อที่  38    การสมยอมกันในการแข่งขัน [Article 38, Lack of sportsmanship]

          ในระหว่างการแข่งขัน ผู้เล่นที่ได้แสดงถึงความไม่มีน้ำใจนักกีฬาและไม่มีความเคารพต่อสาธารณะ คณะผู้จัดการแข่งขัน หรือคณะกรรมการผู้ตัดสิน จะตัดสิทธิออกจากการแข่งขัน และการปรับโทษนี้อาจจะส่งผลถึงการไม่รับรองผลการแข่งขัน ตลอดจนได้รับการลงโทษปรับตามกติกาข้อที่ 39 ด้วย [The teams that argue during the game, who show lack of sportsmanship and respect towards the public, the organizers or the Umpires, will be excluded from the competition. This exclusion can incur non-acceptance of the results, as well as the application of penalties set out in Article 39.]

 

 

ข้อที่  39    พฤติกรรมที่ไม่เหมาะสม [Article 39, Bad behavior]

          ผู้เล่นที่มีพฤติกรรมที่ไม่เหมาะสมอย่างร้ายแรงต่อเจ้าหน้าที่ กรรมการผู้ตัดสิน ผู้เล่นคนอื่น หรือต่อผู้ชม จะถูกลงโทษตามข้อใดข้อหนึ่งหรือหลายข้อ ตามสภาพความร้ายแรงของพฤติกรรมดังต่อไปนี้ [The player who is guilty of bad behavior, or worse, violence towards an official, an Umpire, another player or a spectator incurs one or several of the following penalties, depending on the seriousness of the offence.]

                  1) ให้ออกจากการแข่งขัน [Exclusion from the competition.]

                  2) ถอนใบอนุญาตหรือเอกสารอย่างเป็นทางการ [Withdrawal of license or of the official document.]

                  3) ยึดหรือริบรางวัลคืน [Confiscation or restitution of expenses and prizes.]

          การลงโทษที่กล่าวแล้ว นอกจากจะบังคับใช้ต่อผู้เล่นที่กระทำผิดแล้ว ยังสามารถบังคับใช้ต่อเพื่อนร่วมทีมของผู้เล่นนั้นด้วยเช่นกัน [The penalty imposed on the guilty player can also be imposed on his or her team-mates.]

          การลงโทษตามข้อ 1) อยู่ในอำนาจของกรรมการผู้ตัดสิน [Penalty 1 is imposed by the Umpire.]

          การลงโทษตามข้อ 2) อยู่ในอำนาจของคณะกรรมการชี้ขาด [Penalty 2 is imposed by the Jury.)

          การลงโทษตามข้อ 3) อยู่ในอำนาจของคณะกรรมการจัดการแข่งขัน ซึ่งจะส่งรายงาน พร้อมด้วยรางวัลที่ยึดคืนไปยังองค์กรสหพันธ์ต้นสังกัดของผู้เล่นนั้นภายใน 48 ชั่วโมง และสหพันธ์จะเป็นผู้พิจารณาตัดสินตามความเหมาะสมต่อไป [Penalty 3 is imposed by the Organizing Committee which, within 48 hours, sends a report with the expenses and prizes retained to the Federation’s Organization which will decide on their destination.]

          ในทุกกรณี ประธานสหพันธ์ต้นสังกัดจะเป็นผู้ตัดสินในขั้นสุดท้าย [In all cases, the Chairman of the Committee for the Federation concerned will make the final decision.]

          การแต่งกายที่ถูกต้องจำเป็นกับผู้เล่น โดยเฉพาะในการเล่นที่ปราศจากความปลอดภัยเหนือศีรษะ ผู้เล่นต้องสวมรองเท้าที่หุ้มเต็มเท้าเพื่อป้องกันนิ้วเท้าและส้นเท้า [Correct dress is required of the players, specifically it is forbidden to play without a top and for safety reasons, the players must wear fully enclosed shoes protecting the toes and heels.]

          ห้ามสูบบุหรี่ในระหว่างแข่งขัน รวมทั้งบุหรี่อิเล็กทรอนิกส์ด้วย นอกจากนี้ ยังห้ามใช้โทรศัพท์มือถือในระหว่างเกมแข่งขัน [It’s forbidden to smoke during play, including electronic cigarettes. It is also forbidden to use mobile phones during the games.]

          ผู้เล่นที่ไม่ปฏิบัติตามกติกา จะถูกห้ามแข่งขัน ถ้ายังกระทำผิดอีกหลังจากที่ได้รับการตักเตือนจากกรรมการผู้ตัดสิน [Any player who does not observe these rules, will be excluded from the competition if they persist after a warning from the umpire.]

ข้อที่  40    หน้าที่ของกรรมการผู้ตัดสิน [Article 40, Duties of the Umpires]

          กรรมการผู้ตัดสินถูกกำหนดให้เป็นผู้ควบคุมการแข่งขันให้เป็นไปตามกติกา และระเบียบการแข่งขันอย่างเคร่งครัด [The Umpires designated to control the competitions are charged to be on the watch for strict application of the rules of play and the administration rules which complete them.]

          กรรมการผู้ตัดสินมีอำนาจที่จะเพิกถอนสิทธิของผู้เล่น หรือทีมที่ไม่เชื่อฟังในคำตัดสิน [They have the authority to disqualify from the competition any player or any team who refuses to comply with their decision.]

          หากผู้ชมที่เป็นสมาชิกของสหพันธ์ใดๆ มีพฤติกรรมที่ไม่เหมาะสม หรือก่อให้เกิดเหตุการณ์ไม่รายรื่นภายในบริเวณการแข่งขัน กรรมการผู้ตัดสินจะทำการรายงานต่อผู้บริหารสหพันธ์ของผู้นั้น ซึ่งจะเป็นผู้จัดตั้งคณะกรรมการด้านวินัย เพื่อพิจารณาลงโทษผู้นั้นต่อไป [The spectators with valid or suspended license, who, by their behavior, are the origin of incidents on the terrain of play, will be the subject of an Umpire’s report to the Federal executive. The latter will summon the guilty party or parties before a competent Disciplinary Committee who will decide on the penalties to apply.]

ข้อที่  41    องค์ประกอบและการตัดสินของคณะกรรมการชี้ขาด [Article 41, Composition and decisions of the Jury]

          หากมีกรณีอื่นใดที่ไม่ได้กำหนดในกติกานี้ ให้เป็นหน้าที่ของกรรมการผู้ตัดสินที่จะนำเสนอกรณีนั้นๆ ต่อคณะกรรมการชี้ขาด ซึ่งประกอบไปด้วยบุคคลอย่างน้อย 3 คน แต่ไม่เกิน 5 คน และการตัดสินของคณะกรรมการนี้ ถือเป็นข้อยุติ ไม่มีการอุทธรณ์ และในกรณีที่มีมติไม่เป็นเอกฉันท์ ให้ประธานคณะกรรมการชี้ขาดเป็นผู้ลงมติชี้ขาดขั้นสุดท้าย [Any case not provided for in the rules is submitted to the Umpire who can refer it to the competition’s Jury. This Jury comprises at least 3 people and at the most 5 people. The decisions taken by the Jury in applying this paragraph are without appeal. In the case of a split vote, the President of the Jury has the casing vote.]
